Responsibilities

MV Transportation is seeking a Safety and Security Manager for proposed business who shall be responsible for the safe and secure operation of the services provided under this Agreement and shall direct all CONTRACTOR safety, security, emergency preparedness, and regulatory compliance activities.

 

Job Responsibilities: 

  • Develop, implement, administer, and continuously monitor the CONTRACTOR’s safety, security, emergency preparedness, and regulatory compliance programs.
  • Oversee and ensure subcontractor compliance with all applicable safety, security, emergency preparedness, and regulatory requirements, including CONTRACTOR
    and client safety policies, procedures, and performance standards.
  • Maintain a thorough knowledge of all applicable federal, state, and local safety and security laws, regulations, and requirements, including the ADA, FTA
    requirements, Public Transportation Agency Safety Plan (PTASP), Safety Management Systems (SMS), and Cal/OSHA requirements.
  • Identify, investigate, document, and oversee the resolution of safety and security hazards, incidents, accidents, and other operational risks.
  • Develop and implement corrective actions and mitigation strategies to reduce safety and security risks and improve operational performance.
  • Conduct safety investigations, trend analyses, risk assessments, and other activities necessary to support proactive incident and accident prevention.
  • Direct CONTRACTOR safety meetings, safety communications, safety training activities, and other programs necessary to promote a positive safety culture.
  • Maintain regular communication and coordination with client, including the Health, Safety and Environmental Compliance (HSEC) Department and Security
    and Emergency Preparedness staff.
  • Assist client in developing, updating, implementing, and administering the Safety and Security Emergency Preparedness Plan (SSEPP).
  • Develop, maintain, and administer the Security Training Plan and Program required under 49 CFR Parts 1520 and 1570.
  • Oversee compliance with PTASP requirements, National Transit Database (NTD) reporting requirements, and the FTA Drug and Alcohol Program, including maintaining required records and ensuring all required reports and documentation are submitted to client within established timeframes.
  • Ensure all safety, security, compliance, drug and alcohol, investigation, and NTD records remain current and are available for inspection by client upon
    request.
  • Exercise stop-work authority when conditions present an imminent threat to the safety or security of employees, riders, or the public.
  • Attend meetings, presentations, emergency exercises, and other events as requested by client.
  • Be available during normal business hours and remain reachable outside normal business hours for emergencies through client-approved communication
    methods.

Qualifications

Talent Requirements: 

  • A minimum of five (5) years of experience in safety, security, or regulatory compliance, including at least three (3) years in public transportation or a related
    transportation industry.
  • Demonstrated knowledge of PTASP, Safety Management Systems (SMS), FTA safety requirements, Cal/OSHA requirements, emergency preparedness, accident
    investigation, risk management, and regulatory compliance.
  • Shall possess the qualifications necessary to serve as the CONTRACTOR’s Health, Safety and Environmental Compliance (HSEC) representative and ensure compliance with the applicable Level 3 Safety Specifications.
  • Shall have successfully completed the Transit Safety and Security Program Certificate Program and shall maintain a current certification issued by the Board of Certified Safety Professionals (BCSP), or an equivalent certification acceptable to client.
