Overview

The Assistant General Manager (AGM) serves as the primary on-site operational leader and is directly responsible for the overall day-to-day management and performance of MV Transportation’s fixed-route transit operations for the Mid Mon Valley Transit Authority (MMVTA). Reporting to the Regional Director of Operations, the AGM has full responsibility for directing daily service delivery, maintenance operations, and safety performance to ensure safe, reliable, efficient, and customer-focused public transportation services.

 

The AGM provides direct leadership and oversight to operations, maintenance, dispatch, and safety functions, with authority to make real-time operational and resource decisions. This role requires a highly visible presence in the field and operations facilities, proactive problem-solving, and the ability to lead through complex operational, maintenance, and labor challenges.

 

The AGM directly manages key leadership positions and frontline staff and is accountable for contract compliance, safety performance, labor relations support, and financial and operational results. The AGM is empowered to administer policies, recommend and implement corrective actions, and drive continuous improvement initiatives aligned with MV Transportation standards and client expectations. The AGM serves as the primary liaison with MMVTA staff, union representatives, and internal stakeholders, ensuring clear communication, accountability, and transparency.

Responsibilities

KEY RESPONSIBILITIES

 

Operations, Maintenance & Service Delivery

  • Lead and oversee daily fixed-route transit operations and maintenance activities to ensure service reliability, vehicle availability, and on-time performance.
  • Direct real-time operational and maintenance decision-making related to staffing, service adjustments, vehicle assignments, and incident response.
  • Ensure coordination between operations, maintenance, and safety functions to support uninterrupted service delivery.
  • Ensure compliance with all contract requirements, service standards, and performance metrics established by MMVTA.

Safety & Regulatory Compliance

  • Champion MV Transportation’s safety culture across operations and maintenance.
  • Oversee accident and incident response, investigations, root cause analysis, and corrective action implementation.
  • In conjunction with the Safety Manager, ensure compliance with all applicable federal, state, and local regulations, including FTA, DOT, ADA, OSHA, and labor requirements.
  • Oversee safety training, audits, and compliance programs.

Employee Leadership & Labor Relations

  • Provide direct leadership and performance management to the Maintenance Manager, Road/Operations Supervisor, and Safety Manager.
  • Oversee the management of frontline supervisory and hourly staff including dispatchers, drivers, and maintenance personnel.
  • Support recruitment, training, scheduling, discipline, and employee development.
  • Participate in labor relations activities, including contract administration, disciplinary actions, and grievance resolution.

Financial Management & Performance

  • Develop, manage, and oversee annual operating and capital budgets for fixed-route operations and maintenance.
  • Monitor budget performance, forecast variances, and implement corrective actions to maintain fiscal responsibility.
  • Read, analyze, and interpret Profit & Loss (P&L) statements and financial reports.
  • Lead cross-functional collaboration with the Maintenance Manager, Operations/Road Supervisor, and Safety Manager to align training programs with operational needs, while identifying cost drivers related to labor, maintenance, parts, and overtime and implementing strategies that improve performance, safety, and fiscal responsibility
  • Ensure capital investments support vehicle reliability, facility needs, safety, and service delivery requirements.
  • Oversee payroll accuracy, expense controls, procurement coordination, and budget compliance.

Technology Systems (CAD/AVL)

  • Utilize and oversee the CAD/AVL system to monitor real-time service performance and reporting.
  • Ensure CAD/AVL data accuracy, system integrity, and operator compliance.
  • Coordinate with vendors and internal teams for troubleshooting, upgrades, and system enhancements.

Customer & Client Relations

  • Serve as the primary on-site liaison with MMVTA staff, community partners, and stakeholders.
  • Address customer complaints, service concerns, and operational issues.
  • Represent MV Transportation in meetings, audits, public forums, and stakeholder engagements.

Continuous Improvement

  • Analyze operational, maintenance, financial, and KPI data to identify trends and improvement opportunities.
  • Lead and implement continuous improvement initiatives to enhance safety, service quality, vehicle reliability, and efficiency.
  • Ensure leadership coverage and continuity of operations at all times.

 

Qualifications

Education & Experience

  • Bachelor’s degree in Business Administration, Public Administration, Transportation Management, Management, Leadership, or a closely related field preferred.
  • Equivalent combinations of education, formal training, and progressively responsible transit or transportation leadership experience will be considered in lieu of a degree.
  • Minimum of 3–5 years of progressively responsible experience in public transit, transportation operations, or a related operational leadership role.
  • Demonstrated experience leading operations and/or maintenance functions in a fixed-route or comparable transit environment strongly preferred.
  • Experience working in a unionized environment preferred.

Preferred Licenses & Certifications

  • Active Class B Commercial Driver’s License (CDL) with Passenger Endorsement strongly preferred.
  • Must possess or be able to obtain and maintain a valid DOT medical card in compliance with applicable regulations.

Knowledge, Skills & Abilities

  • Strong understanding of fixed-route transit operations and maintenance best practices.
  • Proven ability to read, analyze, and interpret financial reports, including Profit & Loss (P&L) statements.
  • Working knowledge of CAD/AVL systems; AVAIL experience strongly preferred.
  • Proficient in Microsoft Office Suite, including Excel, Word, Outlook, and Teams.
  • Advanced proficiency in Microsoft Excel, including the ability to build, maintain, and interpret KPI-driven workbooks to support operational, maintenance, and financial improvement.
  • Knowledge of FTA, DOT, ADA, OSHA, and safety regulations.
  • Strong leadership, analytical, communication, and organizational skills.
